The buyer also needs the signed registration permit, a completed insurance declaration on the back of the permit, and a motor vehicle safety inspection certificate that is valid for 30 days. Sales tax is calculated on the greater of the purchase price or the book value, so the price on the bill of sale should match what the buyer declares at transfer. A buyer can only operate the vehicle during the 10-day transfer window with valid public liability insurance in place.
