Requirements in Newfoundland and Labrador

In Newfoundland and Labrador, private vehicle transfers go through the Motor Registration Division, and both the seller's Notice of Sale and the buyer's transfer have to be completed within 10 days. The bill of sale should include the sale date, buyer name and driver's licence number, year/make/model, plate number and serial number, purchase price, seller name and signature, and the seller's HST number if tax was collected. The buyer also needs the signed registration permit, a completed insurance declaration on the back of the permit, and a motor vehicle safety inspection certificate that is valid for 30 days. Sales tax is calculated on the greater of the purchase price or the book value, so the price on the bill of sale should match what the buyer declares at transfer. A buyer can only operate the vehicle during the 10-day transfer window with valid public liability insurance in place.

Frequently Asked Questions

Do I need a bill of sale in Newfoundland and Labrador?

Yes. The Motor Registration Division requires a bill of sale with the date, buyer name and driver's licence number, vehicle details, plate and serial number, price, and seller name and signature. If you collected HST, include your HST number as well.

How long does the buyer have to transfer the vehicle?

10 days from the date of sale. Sellers also need to submit the Notice of Sale on the back of the registration permit (or via MyGovNL) within 10 days so the vehicle comes off their record.

Is a safety inspection required?

Yes. The buyer needs a motor vehicle safety inspection certificate to register the vehicle, and that certificate is only valid for 30 days — schedule the inspection close to the transfer date.

How is sales tax calculated on a private sale in NL?

Sales tax is collected on the greater of the purchase price or the book value of the vehicle. Keep the number on the bill of sale accurate so buyer and seller have the same number on record at transfer.

Can the buyer drive the vehicle before registering?

Only during the 10-day transfer window and only with valid public liability insurance. Arrange insurance before taking delivery.

Can I sign the bill of sale online?

Yes. Download the PDF and upload it directly to an e-sign service. AutoBill never sees your document or personal details. See autobill.ca/guides/sign-bill-of-sale-online for steps.
