In Manitoba, private vehicle transfers go through Manitoba Public Insurance (MPI) using the Transfer of Ownership Document (TOD) on the back of the registration card plus a written bill of sale. The seller fills in the date and odometer reading and signs the TOD; the buyer must also sign. MPI advises a bill of sale that captures the date of sale, the legal names of all current owners, the amount paid, and the names of the parties taking ownership — most sellers also include the vehicle year/make/model and VIN or serial number on the same form. A valid Certificate of Inspection (COI) is required to register the vehicle, so sellers should either provide a current COI or make clear the buyer is responsible for arranging one. RST on private sales is administered by Manitoba Finance and calculated on the greater of the purchase price or the vehicle's average wholesale value (Canadian Black Book for passenger cars, light trucks, SUVs and vans; Canadian Blue Book for motorcycles, ATVs, UTVs and snowmobiles) per Manitoba Finance Bulletin 054, so the number on the bill of sale should match what the buyer declares at transfer.
