Requirements in Manitoba

In Manitoba, private vehicle transfers go through Manitoba Public Insurance (MPI) using the Transfer of Ownership Document (TOD) on the back of the registration card plus a written bill of sale. The seller fills in the date and odometer reading and signs the TOD; the buyer must also sign. MPI advises a bill of sale that captures the date of sale, the legal names of all current owners, the amount paid, and the names of the parties taking ownership — most sellers also include the vehicle year/make/model and VIN or serial number on the same form. A valid Certificate of Inspection (COI) is required to register the vehicle, so sellers should either provide a current COI or make clear the buyer is responsible for arranging one. RST on private sales is administered by Manitoba Finance and calculated on the greater of the purchase price or the vehicle's average wholesale value (Canadian Black Book for passenger cars, light trucks, SUVs and vans; Canadian Blue Book for motorcycles, ATVs, UTVs and snowmobiles) per Manitoba Finance Bulletin 054, so the number on the bill of sale should match what the buyer declares at transfer.

Frequently Asked Questions

Do I need a bill of sale in Manitoba?

Yes. MPI advises a written bill of sale for private sales that describes the vehicle year/make/model/VIN or serial number and states the agreed selling price, alongside the Transfer of Ownership Document (TOD) on the back of the registration card.

What is the TOD and who signs it?

The Transfer of Ownership Document (TOD) is on the back of the registration card. The seller fills in the date and odometer reading and signs; the buyer must also sign. Both the TOD and the bill of sale go to MPI at transfer.

Is a safety inspection required?

Yes. A valid Certificate of Inspection (COI) is required to register a vehicle in Manitoba. Sellers should either provide a current COI or make clear that the buyer is responsible for arranging one before registration.

How is RST calculated on a private sale?

Manitoba Finance calculates RST on the greater of the purchase price or the vehicle's average wholesale value (Canadian Black Book for passenger vehicles; Canadian Blue Book for motorcycles, ATVs, UTVs and snowmobiles) per Manitoba Finance Bulletin 054 — it's collected at transfer through MPI. Keep the price on the bill of sale accurate so buyer and seller have the same number on record.

Where do I register the vehicle in Manitoba?

Ownership transfers and registration are handled through MPI — check mpi.mb.ca for current service centre locations and required documents.

Can I sign the bill of sale online?

Yes. Download the PDF and upload it directly to an e-sign service. AutoBill never sees your document or personal details. See autobill.ca/guides/sign-bill-of-sale-online for steps.
