Requirements in British Columbia
In British Columbia, ownership transfers go through an Autoplan broker using ICBC's Transfer/Tax Form (APV9T). A bill of sale doesn't replace the APV9T, but it's the record of the transaction — both parties keep a signed copy showing VIN, odometer, sale price, date, and names and addresses. The buyer has 10 days to complete the transfer at a broker. ICBC also collects PST on private vehicle sales — a flat 12% for most private passenger vehicles, with higher rates (15% on vehicles $125,000–$149,999.99 and 20% on vehicles $150,000 and up) on luxury vehicles — based on the number declared on the APV9T, so the sale price on your bill of sale should match. Vehicles arriving from outside BC need a passed inspection at a Designated Inspection Facility before ICBC will complete the transfer.
