Requirements in British Columbia

In British Columbia, ownership transfers go through an Autoplan broker using ICBC's Transfer/Tax Form (APV9T). A bill of sale doesn't replace the APV9T, but it's the record of the transaction — both parties keep a signed copy showing VIN, odometer, sale price, date, and names and addresses. The buyer has 10 days to complete the transfer at a broker. ICBC also collects PST on private vehicle sales — a flat 12% for most private passenger vehicles, with higher rates (15% on vehicles $125,000–$149,999.99 and 20% on vehicles $150,000 and up) on luxury vehicles — based on the number declared on the APV9T, so the sale price on your bill of sale should match. Vehicles arriving from outside BC need a passed inspection at a Designated Inspection Facility before ICBC will complete the transfer.

Frequently Asked Questions

Do I need a bill of sale in British Columbia?

Yes. ICBC's Transfer/Tax Form (APV9T) handles registration, but both parties should keep a signed bill of sale as the record of VIN, odometer, sale price, and transaction date. AutoBill includes all of these fields.

Does the bill of sale replace the ICBC Transfer/Tax Form (APV9T)?

No. The APV9T must still be completed and taken to an Autoplan broker to transfer ownership. The bill of sale sits alongside it as proof of the sale price and the transaction itself.

How long does the buyer have to transfer the vehicle?

10 days from the date of sale. After that, ICBC can charge late fees, and the buyer can't legally drive the vehicle while it's still registered to the seller.

How is PST calculated on a private vehicle sale in BC?

ICBC collects PST at the Autoplan broker based on the purchase price declared on the APV9T. The rate is a flat 12% for most private passenger vehicles, with higher rates (15% at $125,000–$149,999.99 and 20% at $150,000 and up) only on luxury vehicles. The number on your bill of sale should match the APV9T to avoid questions at transfer.

What if the vehicle is coming from out of province?

Out-of-province vehicles need a passed inspection at a Designated Inspection Facility before ICBC will complete the transfer. Factor in the inspection cost and timing before you set a transfer date.

Can I sign the bill of sale online?

Yes. Download the PDF and upload it directly to an e-sign service. AutoBill never sees your document or personal details. See autobill.ca/guides/sign-bill-of-sale-online for steps.
